City Council made the appointment following an extensive recruitment process conducted by Mosaic Public, a public employee executive search firm. Yvonne will replace Scott Collins, who left the City in March 2023. Kimballs starts in August.
A total of 41 applicants applied for the position, with six candidates interviewed by the City Council in closed session. The City Council selected two finalists after the first day of interviews. On the second day of interviews, the finalists participated in a series of interviews with different stakeholders who provided their feedback to the City Council. After an additional interview with City Council, and comprehensive background and reference checks, Yvonne Kimball was selected as the new City Manager by City Council.

Yvonne Kimball brings 15 years of experience in city management to Morro Bay. She currently serves as the City Manager for Jackson, CA, a position she has held since 2017. The City of Jackson is a full-service city with a population of 5,000 residents in the northern foothills of the Sierra Nevada Mountains. As the City Manager of Jackson, Kimball was responsible for overseeing all operations, implementing a $20 million dollar budget of capital improvement projects, including a $12 million dollar sewer plant improvement project, and a $10 million dollar operational budget, negotiating and managing contracts, and coordinating economic development.
Prior to her current role, Kimball was the Town Manager at the Town of Dewey-Humboldt, AZ, from 2012 to 2017 and City Manager at the City of Bowling Green, FL, from 2008 to 2011.
Ms. Kimball holds a Master of Public Administration degree with a focus on Urban and Regional Planning from the University of Central Florida and a Bachelor of Arts degree in Business English from the Tianjin Institute of Technology in China.
